Understanding IFSP, IEP & ECSE

Supporting Children with Developmental Needs from Birth Through Kindergarten

What Professionals Need to Know

As an early childhood professional, you play a key role in identifying delays, guiding families, and collaborating with service teams. Here's a breakdown of the core systems and how they work:

1. IFSP (Individualized Family Service Plan)

Designed for children from birth to age 3, the IFSP focuses on both the child's development and the family's needs. Services are delivered in natural environments, such as the home or child care, and are coordinated with the family's goals and routines.

2. IEP (Individualized Education Program)

For children ages 3 and older, the IEP outlines a child's learning needs, goals, and the special education services they will receive. It is more focused on school readiness and academic progress and takes place in an educational setting.

3. ECSE (Early Childhood Special Education)

ECSE refers to the special education services and supports provided under the IEP for children ages 3 through 5. Services may take place in preschool classrooms, child care centers, or community-based programs. ECSE is designed to meet each child's individual developmental and educational goals.

4. Your Role as a Professional

You may be the first to notice a delay or concern. Your support in:
-Documenting developmental milestones,
-Encouraging families to seek evaluation,
-Participating in IFSP/ IEP meetings, and
-Supporting children's learning goals in the classroom is vital to early intervention success.
